Cebu is an island of the Philippines right in the center of the Visayas, the archipelago in the Philippines made of thousands of tropical islands and coral reefs and well known for its welcoming people (and Cebu is a good example of it). Any island-hopping in the Visayas will bring you to Cebu, so prepare yourself to spend some time here.
On Cebu island is Cebu City, the island's main city that is home to some good international restaurants, plus you can do some shopping and go for a city walk (the traffic is not as bad as in Manila, but there are always traffic jams); you can just view your stay as a mall stop before going back to the lazy lifestyle in the Philippines. Here in the second largest city in Philippines, you can enjoy its good nightlife and shopping malls. Partying is really easy here and you won't regret it; when you get enough of the city and party life, head north and enjoy a taste of paradise on the many tropical islands with incredible white sandy beaches, sun, and laid-back atmosphere.
The best way to arrive in Cebu is via airplane (there is one international airport on the island). But the most enjoyable are ferries, with a thousand options for island-hopping. There are also buses between Cebu City and the south of Cebu Island. There are a few hostels in Cebu, most of them modern and well run. Cebu's hostels are good places to meet other travelers and find some good party buddies.
