Cebu City, the second-biggest city in the Philippines, is located on Cebu Island, right in the center of the idyllic tropical archipelago called the Visayas. The city is divided between the north side of the town and the south side (downtown). There isn't much to explore downtown and three hours is more than enough to know the area. The north is the crowded area with nice restaurants and the party area. Near the end of January, Cebu City has a huge festival, called Sinulog, and during that time everything stops in the city to enjoy it.
The best way to arrive in Cebu City is by airplane as there is an international airport nearby, although if you want to have the best time island-hopping, you can easily reach the city by ferry from almost any island in the Visayas.
